North Korea Vs USA?

i been hearing that N.Korea is trying to have a nuclear test. which usa of course will not let it happen just wondering why? well im not against usa but im not definitely on N.Korea's side just wondering if the usa and france i think can test there nuclear bomb why does countries like N.Korea and Iran Cant?
